This is the standard "Dutch Pattern", that was produced by Belgian makers for the Dutch market since the 1920's accompanied by scenic aces. This is a later version, made by Carta Mundi from Turnhout, Belgium, and published in the Netherlands by Olifant (elephant) Jenever (Geneva = Dutch gin). The deck has Dutch indices.
